NOTES for Act 25:19
These are the words of an unbelieving Roman official reporting what is happening. This is how he perceives the situation connected with the arrest of the apostle Paul. And this is very characteristic of a bureaucrat: astonishing events are taking place beside him; if he were to take them seriously, his whole understanding of life could change. But he does not trouble himself to look into it. He has more important tasks: to report well to his superiors, to save face before his subordinates, and thus to show his competence and indispensability.
Of course, every person "of this world" has the right to such a position, but the task of Christians is to break through with the good news even to such people, breaking through by witnessing to the resurrection of Christ in word and life, because this is what the Lord commanded His Church.
